Developer turnkey finishing in Warsaw: when it pays off and when to do it yourself

EN Editor: Vladyslav Moroz Updated: 12 min read

Turnkey finishing from the developer (a finishing package) when you buy a new flat in Warsaw pays off mainly when time matters: you are renting today, you have no trusted contractor or time to oversee a renovation, and the scope and standard of works are described precisely in the contract. Finishing the flat yourself wins when you want to choose the materials, have a contractor with a written quote and can wait before moving in. The package price per m² decides nothing on its own. Compare the package with a contractor quote for exactly the same scope, and add the months of rent to the cost of doing it yourself.

Below you will find cost ranges from trade portals (April and July 2026), a list of points to compare, rules on VAT, handover and warranty, and a table to help you decide. Legal provisions are stated as of October 2026.

“Turnkey” and “developer standard”: what are you actually buying?

Neither “turnkey” nor “stan deweloperski” (developer standard, a shell without finishing) has a statutory definition: as of October 2026 neither the Developer Act (ustawa deweloperska, consolidated text Dz.U. 2026 item 880) nor the VAT Act defines them. Two “turnkey” packages from two developers can therefore mean quite different things.

Only what is written in the documents binds the developer:

  • The developer agreement (umowa deweloperska) must contain “a specification of the scope and standard of finishing works that the developer undertakes to carry out” (art. 35 sec. 1 pt 6). If finishing is part of the agreement, this description is your yardstick at handover.
  • The information prospectus (prospekt informacyjny) has a field headed “Standard prac wykończeniowych”. The developer must hand over the prospectus free of charge, on a durable medium, before the reservation agreement and the developer agreement (art. 21 sec. 1–2). More on this document: what to check in the information prospectus before reserving.

If another company does the finishing under a separate contract, the scope, deadlines and liability for defects follow from that contract. Read it as carefully as the developer agreement.

How much does finishing a developer-standard flat cost yourself in 2026?

There is no single reliable average for Warsaw. There are estimates from trade portals, and they differ by almost a factor of two.

Scroll the table sideways to see all columns.

Source (date)Range per m²Notes
cenauslug.pl (July 2026)approx. PLN 2,200 / 3,000 / from 4,500three standard levels, cheapest first; labour of PLN 1,200–1,800 per m² is a nationwide range, and Warsaw is among the most expensive markets
muratordom.pl (April 2026)PLN 1,000–1,500 / 1,500–2,500 / from 2,500in Warsaw, Kraków and Wrocław prices are said to be 20–30% above the national average

These are market estimates, not transaction statistics. Use them as a reference point for talking to a contractor, not as a price.

Example for 50 m² (own calculation, October 2026). The floor area is an assumption.

  • Using the cenauslug.pl ranges: approx. PLN 110,000, PLN 150,000 or from PLN 225,000.
  • Using the muratordom.pl ranges: PLN 50,000–75,000, PLN 75,000–125,000 or from PLN 125,000, and correspondingly more in Warsaw.

The spread is wide also because contractors mean different things by “finishing”: only floors, painting and the bathroom, or also a kitchen with units, lighting and appliances. That is why only a written quote for your flat, with the scope listed, can be relied on.

How do you compare the developer package with a contractor quote?

A package price per m² and a contractor quote per m² are comparable only for the same scope. Before you set the figures side by side, check on both sides:

  1. Scope of works. Floors and skirting, interior doors, plastering and painting, bathroom (tiles, fittings, taps), lighting, kitchen and its units, appliances. Add to the package price whatever it lacks.
  2. Materials. Does the description name the manufacturer, range and grade, or only vague wording such as “good quality laminate”? Can you choose between several options, and what does a change cost?
  3. Design. Is an interior design included, or only ready-made sets to choose from?
  4. Timing. When will the flat be ready to live in, and is that date in the contract?
  5. Payment. Is the package part of the unit price in the developer agreement, or a separate contract with a finishing firm? If you finance the purchase with a loan, ask the bank whether and how it will count the finishing cost.
  6. Liability for defects. Who is responsible for finishing defects and how do you report them (see warranty below)?
  7. Your time. Doing it yourself means choosing materials, arranging deliveries and signing off stages. If you work full time, count how many days of leave that takes.

If the package description fits into a few lines with no material names, ask for a detailed specification before reserving. Without it there is nothing to compare.

Finishing time and rent: what does each month of waiting cost?

If you are renting today, every month of finishing after you collect the keys is a real cost that does not appear in a contractor quote.

Reference point: according to asking prices, renting a 2-room flat of 40–59 m² in Warsaw cost PLN 3,897 a month in May 2026 (Bankier.pl report based on Otodom Analytics data).1 If finishing takes, say, 3 months (an assumption, not market data), rent alone over that period comes to PLN 11,691 (own calculation).

The developer package does not always shorten the wait: it all depends on the handover date for the finished unit written in the contract. Compare two dates: when you can move in with the package, and when a contractor will realistically finish, counting from collecting the keys. If you are also considering a ready flat, read what waiting for a flat under construction costs.

VAT at 8%: what does the law say about supply and renovation of housing?

As of October 2026, the 8% rate covers the supply, construction, renovation and modernisation of residential units up to 150 m² (art. 41 sec. 12 pt 1, sec. 12a, 12b pt 2 and 12c of the VAT Act, consolidated text Dz.U. 2026 item 1263). The basic reduced rate under art. 41 sec. 2 is 7%, and the current 8% results from a transitional provision (art. 146ef sec. 1 pt 2). By 5 October 2026 no announcement by the Minister of Finance on the end of the period for these rates had appeared in Monitor Polski (art. 146ef sec. 2). The law allows them until 31 October 2026. If the period ends, the rate will fall to 7%, not rise. Check the rate again before signing.

What this means for you:

  • the provision names the supply of a unit as well as renovation and modernisation, so the law itself does not mean that the package or a contractor comes out cheaper on VAT;
  • ask the developer to state in writing the VAT rate for the package, and ask a contractor to state it in the quote;
  • for the rate on materials and fittings you buy separately in a shop, ask the seller. We do not settle that here.

Handover and defects: what if the finishing has flaws?

With a finished flat you inspect far more at handover: tiles, grout, silicone, doors, sockets, taps. Record all defects in the handover protocol.

Developer agreement. The developer has 14 days from the signing of the protocol to accept the defects or refuse with reasons. If it stays silent within that time, it is deemed to have accepted them. It fixes accepted defects within 30 days of signing the protocol, and if it cannot, despite due diligence, it states another deadline with reasons (art. 41 sec. 4–7, as of October 2026). The standard described in the agreement (art. 35 sec. 1 pt 6) is the reference point: record anything that departs from it in the protocol.

A ready flat bought straight away under a sale agreement. Of the Developer Act’s handover provisions, only art. 41 sec. 1–3 (handover and protocol) then apply, without the 14 and 30 day deadlines (art. 3).

Warranty (rękojmia). The seller is liable for defects found within 2 years of handing over the item, and for real estate within 5 years (art. 568 § 1 of the Civil Code, consolidated text Dz.U. 2026 item 795). Ask the developer how liability for the package works is dealt with in the contract and ask for the answer in writing. With your own contractor, put the terms of liability for defects in the contractor agreement.

The foreign buyer’s situation: what to watch

The developer agreement, the prospectus and the description of the finishing standard are in Polish, and it is this description you check at handover. So:

  • before signing, ask in writing for a detailed specification of the package and compare it with the prospectus and the draft agreement;
  • if you rent during construction, count the rent as part of the cost of finishing (see the section above);
  • if you are buying with a loan, ask the bank whether it will count the finishing cost;
  • anything agreed verbally with the developer or a contractor should end up on paper.

When does the package pay off, and when is it better to do it yourself?

Scroll the table sideways to see all columns.

If most rows point to “package”, negotiate the specification and the date. If they point to “yourself”, ask a contractor for a quote before you reserve: you will then sign for a flat in developer standard already knowing what moving in really costs.

This is a different calculation from buying a resale flat for a full renovation. That scenario is covered in whether buying a flat to renovate pays off.

What to check in the prospectus and agreement before reserving

  • The “Standard prac wykończeniowych” field in the prospectus: is the description specific, and does it mention the package at all?
  • The draft developer agreement: are the scope and standard of finishing described the same way as in the prospectus and the sales offer (art. 35 sec. 1 pt 6)?
  • Timing: when will you get the finished unit, and how is the handover date worded?
  • Price: is the package included in the unit price or paid for separately, and on what basis?
  • VAT: which rate will the developer apply to the package, and on what basis? Ask for the answer in writing.
  • Defects: how do you report finishing defects after handover, and who fixes them?

FAQ

How much does finishing a developer-standard flat cost per m² in 2026?

Portal estimates differ widely. Cenauslug.pl (July 2026) gives roughly PLN 2,200, 3,000 and from 4,500 per m² depending on standard, while muratordom.pl (April 2026) gives PLN 1,000–1,500, 1,500–2,500 and from 2,500 per m²; in Warsaw prices are said to run 20–30% above the national average. These are market estimates, not transaction statistics. Only a written quote for your floor area is binding.

Are “turnkey” and “developer standard” defined in Polish law?

No. As of October 2026, neither the Developer Act (consolidated text Dz.U. 2026 item 880) nor the VAT Act defines these terms. What counts is the wording of the documents: the developer agreement (umowa deweloperska) must specify the scope and standard of finishing works the developer undertakes (art. 35 sec. 1 pt 6), and the information prospectus has a field headed “Standard prac wykończeniowych”.

What VAT rate applies to finishing a flat?

As of October 2026, the 8% rate covers the supply, construction, renovation and modernisation of residential units up to 150 m² (art. 41 sec. 12 pt 1, sec. 12a, 12b pt 2 and 12c of the VAT Act, consolidated text Dz.U. 2026 item 1263). Ask in writing, before signing, which rate the developer will apply to the package and which rate a contractor will apply to its work.

What if the developer finishing has defects at handover?

Record the defects in the handover protocol. Under a developer agreement, the developer has 14 days from the signing of the protocol to accept the defects or refuse with reasons, and fixes accepted defects within 30 days of signing unless it states another deadline with reasons (art. 41 sec. 4–7, as of October 2026). Defects found later are claimed under the statutory warranty (rękojmia, art. 568 § 1 Civil Code).

When is the developer finishing package better than doing it yourself?

Most often when you are renting now and every month of works costs you rent, when you have no trusted contractor or time to supervise, and when the scope and standard of the package are described in detail in the contract. Doing it yourself wins when you want to choose specific materials, have a contractor with a written quote and can wait before moving in.
